Life begins at 50..Are you ready?......Event June 28th 2007 - invitation to have display stand.
As part of an exciting European funded project ( MePlan 50+) there are a whole range of activities taking place in Monmouthshire over the next 18 months that are designed to inform, guide and educate anyone over 50 about opportunities available to them in their working life, and issues they might want to think about for their future.
MCC currently has more than 2000 staff who are aged 50+. Each one of these will be invited to an all day 'marketplace' event at which we want them to be able to find answers to the following questions:
What if I want to change career?
How can I use the skills I have to help my community?
How do I find out how much pension I will get when I retire?
I fancy setting up a small business - how can I find out about that?
If I want to volunteer abroad, how do I go about it?
What training is available to me outside of work?
When do I have to retire?
Does my CV need an overhaul?
Will I be healthy enough to enjoy my retirement?
What kind of paid jobs are there in the voluntary sector?
How do I start thinking about what I want to do with the rest of my life?
Is there any help available for me if I also have a role as a carer?
Is there any way I can get qualifications without attending a college or University?
What work life balance policies do MCC have in place that can improve my working life?
What will be my tax situation if I get another job after retirement?
Who can tell me what sort of voluntary work I could do?
I am hoping that you and your organisation will be in a position to help answer one or more of these questions, and that you will be interested in having a stand at our marketplace event, which will be called ' Life Begins at 50 are you ready?' We are looking for organisations who would see a benefit in getting their message to this group, eg voluntary organisations looking for more members, those who are looking to promote healthy lifestyles, advice agencies etc.
It will run from 8am til 4pm, in the Assembly Hall at County Hall in Cwmbran, on Thursday June 28th. As there is such an early start you will need to set up your exhibitions etc on the afternoon of the 27th, and the hall will be open to you from 2pm onwards.
If you are interested in booking a place, it would be helpful if you could get back to me by May 18th at the latest. Please feel free to pass this on to other organisations who you think might find it of interest.

Youth Network
Do you work with Young People? Have you an interest in finding funding for your group or just sharing information with others then the Severnside Youth Network is for you.
The Severnside Youth Network brings together youth clubs, youth activities and key participants in the well being of young people in the area.
The key aim of the group is to share information and good practices, building on the valuable work that is already being done to develop our youths in the area. The network has developed inter youth - group projects and has benefited from information regarding suitable funding and development of activity in the area.
Rural Community Action is supporting the development of youth activity through the network and is assisting individual groups to develop their activity and find funding etc. We have supported the development of two new youth clubs which have opened or will shortly be opening; another group is being supported by RCA Monmouthshire for future activity in the area.
If your role encompasses some of the issues which affect the young people in Severnside we would very much like to invite you to meet with us on the 22nd May 2007 at Rogiet Methodist Hall from 6:30 -9 refreshments will be available on the night.
You may also wish to promote the youth related work by discussion or, if you cannot make the meeting, you may wish to send me some literature and I can promote your activities for you.

Medieval Tournament at Caldicot Castle
Experience the excitement of a medieval tournament with
The Plantagenet Medieval SocietyBe transported back to the 14th century and watch the thrills and spills of a medieval tournament with The Plantagenet Medieval Re-enactment Society! Caldicot Castle becomes the dramatic backdrop for this exciting historical re-enactment of life in medieval Britain. The Plantagenets return to the castle over the May Bank Holiday Weekend, from Saturday 26th of May to Monday 28th May, for an exhilarating weekend of medieval entertainment. This fun and fascinating event shows life for knights in shining armour and their ladies fair during the 100 Years War.
Experience all the exhilaration of a medieval tournament for yourself at this unique weekend event. There will be ferocious combat between armoured knights, archery displays and a chance to try your hand at archery, brass rubbing and roaming medieval musicians and dance displays throughout the day. There is also a chance for children to learn how to be a medieval squire! The day begins with a series of magnificent archery displays, starting with a warm up and moving on to ladies archery and a talk about the medieval hunt. Then watch a dramatic display by the archers of The Plantagenet in a factual and colourful display of archery skill. The archers will demonstrate the devastating power of the longbow and explain the role of archers in the 100 Years War, including a show of their archery prowess in a series of tests of individual skill and accuracy.
In the early afternoon, brave boys and girls can sign up with the Sergeant at Arms and train to be a squire. Children have a chance to handle medieval weapons, find out what a squire's duties were, and learn how being a squire was the first step to becoming a knight. With the children trained in courtly behaviour, it's time for the ladies of The Plantagenet to bring some grace to the day! Noble ladies of the 14th-century were often the power behind their noble lords, defending the castle and running his estate while the knight was away at war. These ladies will recreate the courtly dances of the 14th-century, and may invite the audience to join in and try some steps for themselves!
The highlight of the day is the tourney. Set in the year 1346, this dramatic battle recreates the foot combat of the period and the rivalry between the French house of Valois and the English Plantagenets. This spectacular combat of arms is a way to try and settle this rivalry honourable without dragging both nations into war. Who will emerge victorious? Come along and cheer for your favourite house as these armoured knights battle for fame and glory.
The Plantagenets present a magnificent weekend of sword-fights, dances, archery and music. A stunningly different way to spend the Bank Holiday Weekend, this authentic re-enactment event is sure to provide entertainment for the whole family. Tickets include entrance to the castle, and are priced as follows: adults £3.75; all concessions £2.50; Museum Pass Holders and Monmouthshire Residents (with proof of address) £2.50; under 5s free. The Extending Entitlement is a Welsh Assembly Government strategy that aims to improve the lives of young people in Wales by setting out the basic Entitlements all young people have.
Interactive Feedback Limited has been commissioned by the Welsh Assembly Government to carry out a national evaluation of Extending Entitlement.

Caldicot Shopmobility Scheme now in operation
Tuesday 23rd January 2007, Monmouthshire County Council Chairman Alan Breeze officially opens the Caldicot Shopmobility Scheme.
Caldicot Shopmobility an umbrella organisation of the Caldicot Regeneration Group that operates the scheme. Caldicot Shopmobility is based in the Jubilee Way car park, Caldicot, offering a manual wheelchair, electric wheelchair and powered scooter loan service for people with mobility problems.

Integrating Occupational Therapy Services in Monmouthshire
Occupational Therapy enables a person to live as independent and fulfilling life as possible
Occupational Therapy (OT) Services
In Monmouthshire, Occupational Therapy (OT) services are provided by a variety of organisations;
OT's work in Community Care, Re-ablement and in the NHS Trust. They work in different ways and provide a variety of services. Occupational therapy is to help a person engage in their everyday occupations e.g. their personal, domestic, work and leisure activities. The services work in conjunction with each other but we would like to improve them so that they are working in a more integrated way.Integration Project
This new project is looking at ways of integrating the OT services in Monmouthshire for people with physical disabilities / difficulties.The Project Aim
The aim of the project is to propose a model for the integration of OT services, which will deliver a service that meets the needs of the residents of Monmouthshire.
The project is overseen by a Project Board, which has representation from Social services, Monmouthshire Local Health Board, Gwent Trust and Housing services. The Board is responsible for ensuring that the project runs smoothly.Involvement Strategy
A key aspect of the project is to ensure that all interested parties are informed and involved in the development of future services and are given the opportunity to comment or ask questions about the proposals.
We would like to invite residents of Monmouthshire who have physical disabilities / problems to participate in a planning workshop to look at how OT services could be provided in the future.Planning Workshop
The workshop is planned for late January. It is hoped to run from 10.00am to 3.00pm and lunch will be provided.Your opinions and input are invaluable to this project.

The Monmouthshire Disablement Association, otherwise known as C.A.I.R., is a voluntary sector organisation whose endeavours are dedicated to getting rid of the barriers which so often prevent disabled people from enjoying a lifestyle that is enjoyed by those who are not disabled. In was in pursuit of such objectives that, at their recent Annual General Meeting held at the Glen-yr-avon Hotel in Usk, C.A.I.R was to re-launch itself as a newly constituted Registered Charity. It is hoped that C.A.I.R. is now fitted to continue the work it has always done but, now, in a manner more suited to the ways of the 21st Century. Doubtless, the success of their AGM will be repeated time and time again, as will the successes achieved in the representative work C.A.I.R. undertakes (along with the County Council, Local Health Board and local business interests in Monmouthshire) to ensure we are all working towards an access for all society.

_______________________________________________________Space for People: Housing for disabled persons
Space for People is, primarily, a housing service for disabled persons. It is an organisation which is brand new to south east Wales. Serving Monmouthshire, Torvaen and Newport it will try to assist disabled persons to gain their independence by enabling them to live in their own homes. The organisation will help disabled persons with their applications for housing services and help them to negotiate with any prospective landlord. However, one of the first objectives for Space for People to complete is the compilation of a Register of houses and other types of dwellings such as flats and bed-sits which are either already suitable for disabled people to move into, or which can be adapted to particular needs. Alongside that Register of Housing, Space for People is also intending to compile a Register of Disabled Persons who are in need of adapted housing. Running both Registers together should allow disabled people to be matched quickly to property which is suitable to their needs. Preparation work is already well under way.

Everyone has seen and heard about the queues of people outside dental surgeries wanting to sign up to an NHS dentist. Perhaps you have been in one of them! Well, if you live in Monmouthshire or Torvaen and you are disabled, with either a physical handicap or learning difficulty, and you want to receive NHS dental treatment, or you know a disabled person who does, then please read on because NHS Dental Treatment is still available to you.
So called, "Special Needs" dentists are employed by Gwent Health Trust and they provide a range of dental treatments for disabled persons. These are dentists who are experienced in working with people who are, sometimes, severely disabled and they are mindful of what the individual patient requires by way of treatment. Sometimes, if a disabled patient cannot get to the dental surgery then the (mobile) dental surgery might be utilised to get to the disabled patient. AIR QUALITY AND THE B4245
Concerns have been expressed in recent years about possible effects on the environment of local communities caused by road traffic on the B4245
For several years the Council has carried out regular countywide review and assessments of air quality as we have a duty to monitor for certain pollutants to find out whether levels set down in legislation are being, or are likely to be, exceeded.
These studies have shown that for the seven named key pollutants, Monmouthshire can meet all the targets , except for the annual mean level of 40 µg/cu m (microgrammes per cubic metre) of nitrogen dioxide (NO2) at two locations where there is "relevant exposure " ( see next paragraph) . These are on Bridge Street in Usk and on Hardwick Hill in Chepstow, both of which are near heavily trafficked or congested roads. Further studies are in progress at these locations and action might be required to reduce peoples` annual mean level exposure to this pollutant. More details can be found on our website at :

and_Planning/Environmental_Health/Pollution/AirQuality.htmIn the case of NO2, "relevant exposure", the term used in the legislation, refers to the annual mean level measured on the nearest facade to the road of houses, schools or other buildings, such as hospitals. That is buildings where people are liable to be "regularly present " and which are set very near to the kerbside of the type of heavily trafficked roads mentioned in the previous paragraph. The Health and Safety at Work Act deals with air pollution liable to affect those at work.
Levels of NO2 on pavements etc where people are only exposed for short intervals eg when shopping or walking to another destination, are set at a one hour mean level of 200µg/cu m, a standard not to be exceeded more than 18 times per year. This very high level of pollution rarely occurs in the UK and it can be said with certainty , not on pavements on the B4245
Having set out these human health standards to be met, it is now proposed , initially as a screening exercise , to carry out some limited monitoring for NO2 using diffusion tubes at two locations on sections of the B4525.
The tubes are exposed for a month and give a good approximation of the level of the pollutant for that month. It will be necessary to collect about 6 months data to decide whether to continue with the monitoring or whether it can be then said, with certainty , that the annual mean level of 40 µg/cu m of NO2 will not be exceeded.
Ideally tubes should be exposed on the facade but as this is a preliminary screening exercise , nearby lamp posts will be used as substitutes
The latest traffic data has been looked at and the road, from M4 Junction 23 to the Mitel roundabout, surveyed to ascertain
· houses etc in the most exposed situation near to the kerbside and
· sections where traffic pollution is more likely to occur eg inclines, traffic lights etcFrom this exercise it appears that the following are the most appropriate sites to monitor.
· near to the Texaco filling station in Undy
· near to the traffic lights at West End CaldicotHowever before the tube stations are fixed , any comments based on local knowledge of conditions at these sites or alternative suggestions would be welcome within the next 21 days .

The new December timetable that will affect the commuters at Severn Tunnel Junction Station.
The 7.55am train from Severn Tunnel Junction to Bristol Temple Meads and also the 4.50 and 5.50 trains from Bristol Temple Meads to Severn Tunnel Junction will be discontinued from December 2006 timetable. These plus another 13 reduction in services per day at the station means a total Service Change - Reduction of 16 = 34%
It's hard to believe that three of the most important train times for people working in Bristol will be discontinued. There are roughly 40 - 50 people who catch the 7.55 am train from Severn Tunnel and the same on the 4.50 and 5.50pm service. People who work in Bristol Centre and finish at 5pm find it very difficult to manage to catch the 5.20pm train and should the 5.50pm train be discontinued would mean having to hang around for at least 1hr 30mns.
With the Government constantly encouraging people to use public transport and discourage drivers from using their own cars to and from work it's quite incomprehensible that these three most important train times for the commuters to be discontinued is totally out of order.

Background to the Conference theme - the Beecham ReviewThe Beecham Review of public service delivery in Wales was published in July this year. It raises certain challenges for partnerships, especially around the 'citizen model' which it proposes as an alternative to the 'customer model' in England. The customer model assumes that people are well-informed and have the power to express their needs and preferences. But in reality, some people will have a louder voice than others and some will have difficulty expressing their choice. In the citizen model, people are engaged with and put at the centre of public service delivery.
This model clearly has implications for partnerships in Wales. We need to ensure that we are working to engage citizens effectively and are responsive to their needs.
Exploring the citizen model
There will be a choice of four workshop topics for delegates attending the conference, each aiming to explore how we engage with citizens to achieve desired outcomes. Delegates will be able to attend the workshop of their own choice, and make their selection at the conference itself. We have chosen Chepstow Racecourse as the conference venue for its break-out rooms which will be used for the workshops.
The conference will provide the opportunity to :
* Hear about the challenges raised by the Beecham Review for partnerships
* Network with people from other partnerships - both during the conference and at the end
* Share ideas on engaging citizens in partnership working with a focus on four key topics
* Learn from others on ways of engaging citizens and outcomes of different approaches
* Develop practical proposals that represent real action that partnerships commit to and take away with them after the
conference.

The Gwent Visual Impairment Service (GVIS) is a regional specialist educational support and advisory service for children and young people with visual impairment (VI) and multi sensory impairment (MSI) 0-19 years. The aim of the Service is to support successful inclusion of children and young people into their local community nurseries, mainstream and special schools and give them equal access to learning.
The Service is hosted by Caerphilly County Borough Council and supported by Blaenau Gwent County Borough Council, Monmouthshire County Borough Council, Newport City Council and Torfaen County Borough Council.
This "regional partnership", for provision of services for VI and MSI(multi sensory impairment), is unique in Wales and it is proving to be an effective mechanism for providing, maintaining and sustaining quality support for pupils with a low incidence disability.
A new MSI Centre will be based at Llantarnam and will provide a regional provision for pupils with dual sensory impairment. The new centre will be opening in October 2006; it will provide outreach services and assessments to children, young people and their families. It is hoped to extend this service to other authorities in South East Wales. There are opportunities to develop this provision on a tri-partite arrangement with Social Services and Health agencies. Joint assessments and clinics are proposed within the Centre. Anyone wanting to use the bus must pre book a seat on the bus with Jacqui Hathaway, Community Transport Coordinator, on 0800 0858015. Jacqui will then tell them the availability and time of pick up when they pre book the bus.
MONEY FOR MONMOUTHSHIRE
Monmouthshire County Council wants to help the community to develop projects that benefit both the local community and the environment. Grants are available to encourage local people to take pride in and care for their environment.
The following three grants are available, up to £1,000 for your project. This is obviously subject to your group being eligible under the terms and conditions of the grant (see below). The closing date for applications is Monday 11th September 2006. Leaflets and application forms are available from the Severnside One Stop Shop. 1.0 Community Pride Grant - A wide variety of projects have received funding from Community Pride. Examples include:
1.1 Restoration of a local monument
1.2 Production of a parish map or local history guide
1.3 Producing local mosaics and wall hangings
1.4 Insulating a studio for a community radio station
1.5 Developing a village based farmers market
1.6 Tidying up local open spaces or public buildings
1.7 Providing seating or notice boards from local timber
2.0 Environment & Countryside Grants - Projects which have been funded in previous years include:

TERMS and CONDITIONS
i) You must be an organised, not for profit group working in Monmouthshire, with a constitution and bank account. Note -

ii) If you are successful you will receive 50% of funding at start of project and 50% at completion of the project
iii) Copies of invoices and receipts totalling the full amount of the grant must be sent to MCC before final payment will be
made
iv) Projects must be completed by the end of March 2007
v) All publicity relating to the project should acknowledge the support of Monmouthshire County Council
vi) Although more than one application can be made, any group will normally only receive a maximum of one grant in any
year

Local Health Boards in the Gwent area are consulting on proposed improvements to the way in which GP Out of Hours Services are provided.
The consultation document proposes a new model of services for the Gwent area, which concentrates on three Primary Care Out of Hours Centres, located in Nevill Hall Hospital, Abergavenny, St Woolos Hospital, Newport and Ystrad Mynach Hospital in Caerphilly. These changes have been designed to improve access to services that are of the highest quality and safety for patients and provide better integration with existing services.Staff from Monmouthshire Local Health Board will be available to discuss these proposals at the time noted above and look forward to receiving your views.

The Grass Routes Bus Has Arrivedphoto: Mrs Doyle with the party from Belarus with the new Severnside Grass Routes Bus
The Severnside Grass Routes Bus has arrived and hired to the Victims of Chernobyl Children's Fund for it first outing. The bus will start scheduled routes at the beginning of August, each day between the hours of 08.00hrs and 18.00hrs, Monday to Friday serving Magor, Undy, Rogiet, Caldicot, Portskewett and Sudbrook, which are flexible depending on demand.
At a recent meeting of the Severnside Forum in which Mr & Mrs Doyle representing Victims of Chernobyl Children's Fund attended, asked how the Forum could help Belarusian children that suffer with severer health conditions that will visit the area for a short holiday.
Mr & Mrs Doyle was told that the new Grass Routes bus would be available in July to hire for the purpose of collecting the Belarusian party for London Gatwick airport.
Paul Tidmarsh Chairman of the Forum volunteered to drive the new bus to collect the party after being trained in the ROSPA MiDAS "minibus driver awareness scheme"
On 26th April 1986 a nuclear power plant in Chernobyl in Ukraine exploded causing 70% of radioactive dust from the power station to fall on nearby country of Belarus severely contaminating all the area. Ironically Belarus doesn't have a single nuclear power plant on its territory.
The consequence of this disaster even now after 20 years, nuclear contamination still exists in Belarus causing all sorts of severe life threatening health problems, especially the children.
Mrs. Marcia Doyle conveyed her gratitude for the use of the new Grass Routes Bus to members of the Severnside Area Forum at its meeting in Portskewett on Wednesday 5th July.

Tony wanted to thank Councillor Elizabeth Hacket Pain for receiving this petition on behalf of the 2400 residents , and visitors to the Caldicot area, who have expressed their opposition to Monmouthshire County Council's decision to reduce the opening period of Caldicot Castle to just 6 months of the year.This is not an insignificant number of people and their signatures should not go un-noticed.
Caldicot Castle is important for the future regeneration of Caldicot, and the need to develop the town so that it can benefit from events such as the Ryder Cup in 2010, (possibly) the National Eisteddfod 2011,and to a lesser extent the Olympics in 2012.Caldicot Castle has the potential to draw in visitors from around the World.
Opening less will detract from that audience ,and also allow further decay to set in by lack of use.Many of this audience will be visiting the area before, and after these events take place,so that potential is wide ranging.Attention should be given to having a longer opening period not less.
Tony noted in the press, comments attributed to Councillor Bob Greenland taking the view that "Tourism is a very significant economic sector in Monmouthshire,and I would like to commend everyone involved in our tourism industry,including those who work behind the scenes to promote the area". This comment was in relation to a record estimated spend of £118 million by visitors to the County in 2005. An increase of £6.6 million. (ref:South Wales Argus Wednesday June 28th 2006)
He wanted to also thank Councillor Hacket Pain for the interest that she has shown, following objections by Caldicot's elected and non-elected bodies at Mon C C's decision.I hope that her observations will allow her to be able to re-assess the situation and make a case for Council to maintain the opening specifically for October this year, and then to set up a working group locally ,to explore in partnership, all avenues for next year and beyond.

ART on the Moors- Call for ARTISTS of all Ages
Do you fancy yourself as a budding Matisse or Gaugin? Then why not put brush to canvas, pen to paper, lens to camera and exhibit at " Art on the Moors ".
The event on 1st July 2006 at St Mary's Church and Community Hall Undy from 10 - 4 will showcase local artists of all ages. With several professional and amateur artists exhibiting (and selling) their art work including photographs and a competition for children this event will , hopefully, be the first of an annual event held at the newly refurbished hall. Teas and Coffee along with cakes and biscuits will be on sale throughout.
Colin Paine (one of the organisers of the competition) said "We are particularly keen to involve young in this as wonderful community event and would love to see some of the childrens' art work".
The pictures (which can be in any medium eg crayon, pencil, ink, paint, pastels etc) can be submitted along with a separate sheet of paper stating name, age and (if applicable) school attended . There prizes (first,second and third place for children in each category) with the categories being Under 5 - A picture entitled " The Seaside", ages 5- 8 - A picture on the theme of The Countryside" , and 8 - 11 A picture entitle " My Villlage"..
All the entries will be displayed at the hall and will be judged by a number of artists (proffessonal and amateur) and by Deserie Mansfield of Rural Community Development Monmouthshire. With poetry books by Muriel Reed available for purchase and refreshments available throughout the day why not come along and support " Art In Moors".

SEVERNSIDE COMMUNITY AND ECONOMIC DEVELOPMENT (CEDS) SCHEME'S 2006/2007
Do you have a project or scheme in Severnside which could benefit from receiving grant money ? If so, read on.
The Community and Economic Development Scheme (CEDS) is a grant scheme run by Monmouthshire County Council that assists projects within our communities that promotes and develops economic, social and environmental wellbeing.
The CEDS programme has been managed by Monmouthshire County Council for many years, and has successfully helped local community groups in realising their projects that address a variety of local needs and issues.
Monmouthshire County Council is also committed to working more closely with its communities, through its Community Plan process and area based forums.
The key outcome from the Community Planning process is the delivery of a Community Strategy, which gives local and strategic direction for all partners and communities that deliver initiatives and projects within Monmouthshire. The County Council has set out five strategic aims that embrace the key building blocks that will contribute towards improving the quality of life in the County. They are:
· Health and wellbeing;
· Lifelong Learning and experience;
· Stronger and safer communities;
· Local economic development;
· A better environment
The CEDS programme is one part of our community planning 'tool kit' that helps groups and organisations in realising their ideas and projects. MCC's CEDS grants provide assistance to the public sector and not for profit organisations based in Monmouthshire.
Grants are available for both capital and revenue projects, with Capital being £350,000 and Revenue being £13,700 for 2006/2007. Due to budget restrictions the Revenue Budget is severely limited consequently revenue applications should be limited to £1,000 or less and show significant match funding. The application process has now started, with bids due in by 10th May 2006 and a decision made on the grant applications in June 2006.
There is a CEDS Surgery Day to discuss applications and proposals is being held at Sessions House , Usk between 9:30am and 4:30pm on Thursday 27th April 2006. Because the scheme covers the whole of Monmouthshire, the day will be run on an appointment booking basis only. The Wheels on the Severnside Grass Routes Bus is gaining momentum.

The photograph was taken after the Members held a meeting to discuss the fantastic response from the public when the bus was on show in Caldicot Market 2 weeks ago, and to take the project forward. Over 150 passenger membership forms and over 15 volunteer driver forms was handed out by the Board members on the day with more being issued from the Severnside One Stop Shop after the event.
At the meeting confirmation was given to the members that the bus should be delivered within the first 2 weeks of May.
Between now and May the Board will be placing passenger membership and volunteer driver forms at various locations through out Severnside, to hopefully increase the membership and the use of the bus. It is also programmed to have the bus back in Caldicot Market on Tuesday 25th April to allow those who have not yet seen the bus the opportunity to have a look around it.
